Cross-Entity Knowledge Intelligence

This proposed application would help UAE government knowledge management teams answer cross-entity questions using retrieval-augmented generation (RAG). It would bring authorized Arabic and English reference material into a shared discovery experience without treating every participating entity’s information as universally accessible. Complexity is high because ownership, classification, version control, and sharing agreements differ across entities.

Business challenge

Policy specialists and knowledge officers often need to consult circulars, service manuals, committee decisions, and internal guidance held by separate entities. Finding a document is only part of the task: staff must establish who issued it, whether it remains effective, and which entities or services it covers.

A shared search interface can create risk if it overlooks source permissions or presents conflicting instructions as one definitive answer. Cross-entity questions also require careful treatment of Arabic and English terminology, superseded documents, and material that cannot be shared outside its originating authority.

How BrainShift solves it

Enterprise Knowledge would retrieve passages from approved repositories within each user’s authorized scope. BrainShift Studio would provide a RAG application that assembles evidence, cites source documents, and distinguishes explicit requirements from interpretation. Answers would identify gaps or conflicting guidance rather than manufacture a unified policy.

BrainShift Gateway would govern model access, routing, and usage controls. Knowledge owners would define eligible collections, metadata requirements, and escalation paths before onboarding sources. The application would support research and comparison; it would not authorize policy changes, disclose restricted records, or issue binding government decisions.

How it works

Step-by-step workflow

  1. 01

    1. Establish sharing boundaries

Participating entities nominate knowledge owners and approve collections, classifications, user groups, and permitted cross-entity uses.

  2. 02

    2. Prepare source records

Connect approved repositories and capture issuer, language, effective date, version, classification, and source permissions.

  3. 03

    3. Configure retrieval

Build permission-aware retrieval and test Arabic and English queries against representative policies, circulars, and service terminology.

  4. 04

    4. Assemble cited answers

Retrieve authorized passages and generate responses with source references, applicability notes, and clearly identified evidence gaps.

  5. 05

    5. Review material conflicts

Direct conflicting or consequential interpretations to designated policy owners for review before staff rely on them for decisions.

  6. 06

    6. Maintain knowledge quality

Review unsuccessful searches, refresh changed sources, retest permissions, and retire superseded material under owner-approved rules.

BrainShift components

What each module does

Enterprise Knowledge

Retrieve authorized evidence across approved entity collections while preserving permission boundaries.

BrainShift Studio

Build and evaluate the cited-answer RAG application, including comparison and ambiguity handling.

BrainShift Gateway

Control approved model access, routing policies, and usage costs for participating teams.

Enterprise integrations

Systems it can connect to

Configurable integration options, confirmed during implementation.

  • SharePoint: Configurable access to approved policy libraries and associated metadata.
  • Document management systems: Configurable retrieval of controlled documents, versions, and ownership records.
  • Identity providers: Configurable federation of staff identities and authorized group memberships.
  • REST APIs: Configurable connections to entity knowledge catalogues and source-update feeds.

Data sources

  • Approved policies and administrative circulars
  • Service manuals and operating procedures
  • Cross-entity agreements and responsibility matrices
  • Approved committee decisions and minutes
  • Knowledge articles and terminology glossaries

Business outcomes

Potential benefits

Faster evidence discovery

Could reduce repeated repository searches for authorized reference material.

Clearer policy provenance

Could make issuing authority, document version, and supporting passages easier to verify.

Earlier conflict detection

Could surface inconsistent instructions for knowledge-owner review.

Safer knowledge sharing

Could support collaboration without granting blanket access across entities.

Better knowledge maintenance

Could reveal missing guidance and outdated references through reviewed search feedback.

Suggested KPIs

Time to locate verified guidanceCitation accuracy in reviewed answersUnsupported-answer rate in evaluation samplesPermission-boundary test pass rateTime to reflect approved source updates

Security and deployment

Deployment could use sovereign infrastructure, on-premises hosting, or private cloud according to entity requirements. SSO and role-based access should govern both retrieval and application use, with audit trails for queries, source access, and administrative changes. Architecture review should address data residency, index isolation, retention, and model-routing boundaries.

Human oversight

Entity knowledge owners would approve source inclusion and resolve disputed interpretations. Policy decisions, external publication, changes to access rights, and other high-impact actions would require explicit human review and approval. Insufficient evidence should trigger an explanation and referral, not an authoritative answer.

FAQ

Frequently asked questions

“Which guidance applies to this shared service?”

The system would retrieve accessible guidance, cite applicability clauses, and flag uncertainty for the responsible owner.

“Compare these entities’ document-retention instructions.”

It would compare authorized passages, show their dates and issuers, and highlight differences without deciding precedence.

“Find the Arabic source behind this English summary.”

It would search approved collections and cite a matching source, or state that a reliable match was not found.

Does participation grant access to every entity’s records?

No. Access would depend on approved sharing arrangements and source permissions, not participation alone.
