Government Employee AI Assistant
This proposed BrainShift application gives employees of UAE government entities a secure place to ask everyday HR questions. Using retrieval-augmented generation (RAG), it grounds responses in the entity’s approved policies rather than general model knowledge. A low-complexity starting scope focuses on guidance and document discovery, not employment decisions or transactional processing.
This page describes a proposed application of the BrainShift platform. It is not a description of a specific customer deployment.
Business challenge
HR guidance often sits across intranet pages, policy PDFs, circulars, onboarding packs, and shared folders. Employees may find several versions of a leave policy without knowing which is effective or whether a provision applies to their employment category.
HR service teams repeatedly explain routine procedures while handling sensitive cases that need individual judgment. In UAE government settings, entity-specific rules, Arabic and English materials, and differences between employee groups make source selection particularly important.
How BrainShift solves it
BrainShift Workspace provides the employee-facing assistant, while Enterprise Knowledge retrieves relevant passages from approved HR sources within the employee’s permissions. Answers identify the applicable document, cite supporting sections, and distinguish policy wording from explanatory guidance.
BrainShift Gateway governs model access, routing, and usage controls. The initial scope can cover leave procedures, onboarding, training requests, and policy navigation using searchable content; ambiguous rules, conflicting documents, and individual entitlement questions are referred to HR rather than resolved through unsupported assumptions.
How it works
Step-by-step workflow
- 01
1. Define the guidance scope
HR selects routine topics, identifies excluded personal cases, and assigns owners responsible for approving source documents.
- 02
2. Prepare approved sources
Index searchable policies and FAQs with effective dates, entity applicability, employment categories, and document permissions; flag superseded versions.
- 03
3. Authenticate the employee
Use enterprise sign-on and access rules to establish which HR knowledge the employee is permitted to retrieve.
- 04
4. Retrieve relevant guidance
Enterprise Knowledge finds supporting passages, considering policy applicability and available metadata before composing a grounded answer.
- 05
5. Answer or refer
Show cited guidance and procedural next steps; ask clarifying questions or direct the employee to HR when evidence is insufficient.
- 06
6. Review and maintain
Authorized HR owners review flagged responses, correct source gaps, and validate answers after policy updates before expanding coverage.

Suggested KPIs
Security and deployment
Configure sovereign hosting, on-premises infrastructure, or private cloud according to entity requirements. Apply SSO, role-based access, permission-aware retrieval, and audit trails, with approved retention rules for conversations. Keep personal case files outside the initial scope and restrict model routes to authorized processing environments.
Human oversight
HR retains authority over policy interpretation and individual cases. The assistant must not approve leave, determine benefits, or recommend disciplinary outcomes; any high-impact employment action requires authorized human review and approval through established procedures.
FAQ
Frequently asked questions
How do I request annual leave?
The assistant retrieves the applicable procedure, cites the source, and points to the approved request channel without approving leave.
Which onboarding documents should I submit?
It finds the approved checklist and relevant submission instructions, asking about employee category if needed.
These two circulars conflict. Which should I follow?
It compares available dates and applicability, highlights the conflict, and refers unresolved interpretation to HR.
